The site chosen by Frederick County for this district park is a 257-acre historic farmstead located north of Frederick City in Thurmont, Maryland. Human & Rohde, Inc. worked along with the Master Plan Advisory Committee consisting of athletic associations, recreation councils, community associations, trail and nature groups, adjacent property owners, the Parks & Recreation Commission, and the Farm Museum Association, as well as Parks & Recreation staff to prepare a Master Plan that would provide recreational activities for the residents of Frederick County.

Human & Rohde was responsible for preparing a Site Analysis, Land Bay Map, and several schematic layouts that were used to refine the park program and arrive at a final Master Plan that met the goals and needs of the community. Phasing of the construction of this large district park was also a significant consideration, given the total estimated cost of construction exceeds $33 million.

Human & Rohde was then selected to prepare construction documents for Phases I and II as prime consultant. These phases consisted of six (6) total lighted multi-purpose fields of various sizes including two side-by-side artificial turf fields with central plaza and double-sided stadium bleachers with press box, five (5) lighted ballfields, restroom building with paver plaza, several picnic shelters and playgrounds, hiking/biking trails and boardwalks, district maintenance facility including a maintenance building and water treatment facility, parking and storm water management facilities, special events and tractor pull areas, well and private water system, and new septic system for the existing farmhouse. Future phases will include 2 lighted tennis and basketball courts, swimming pool complex, skate park, roller/ice hockey court, a multi-purpose building, visitor’s center, agricultural education area, concession and comfort stations, primitive camping area, fishing pond, caretaker’s residence, and associated parking and storm water management facilities.

Human & Rohde provided wetland delineation and forest conservation services for the entire park and obtained permits from MDE, Frederick County Permitting and Development Review, and Frederick County Soil Conservation District. We also assisted with the bidding process and provided construction administration services for construction of Phases I and II, including responding to RFI’s, shop drawing review, and inspections through 2020.

Phase IIA plans are complete and will include the construction of the remainder of the park loop road, the restroom building near the synthetic turf fields, and another pavilion with parking.  A loop trail around the existing farmstead and barns has also been designed.  Work is expected to be completed in 2021.
