Human & Rohde, Inc. was responsible for a site analysis of the existing streetscape along Eastern Avenue in Essex from South River Bridge to Stuart Street. We coordinated with The Baltimore County Department of Public Works, the Office of Community Development, and Maryland State Highway Administration (SHA) and met with community groups to determine the scope of potential improvements. We then produced several schematic alternatives and cost estimates for streetscape improvements that were presented to the public. The schemes included options for parking layout, roadway width, medians, signalization, crosswalk locations and materials, sidewalks, street furnishings, landscaping, street lighting, enhancements to the Essex Park & Ride, and community gateway features. From comments received from all interested parties, a final Schematic Plan was developed as the basis for future construction drawings.
